A Google+ user apparently purchased a Nexus 4 from a Googler via Craigslist, only to later find out that the device was running an Android 4.3 Jelly Bean version.
Jeff Williams is the name of this Nexus 4 owner that became a star on Google+ after posting what looked to be a genuine screenshot showing Android 4.3 (build version JWR66N) running on the Nexus 4.
In case that build number sounds familiar, that's because we've already seen it in a couple of leaks – most recently, the leaked Android 4.3 ROM (Galaxy S4 Google Play edition) had the same build version.
Some people didn't immediately believe the image was true, but others offered to help and after a few long hours, they apparently managed to get the system dump for this Nexus 4 running Android 4.3, which was then confirmed to be the real deal.
While there isn't an Android 4.3 ROM based on the system dump available to install on Nexus 4 units out there, those interested in going through the files can already download it (see Source links below).

According to a second Reddit thread, Android 4.3 brings a “new camera,” “new manifest version [API 18],” and “new Bluetooth stack.” Back in mid-May, Google quietly announced after its I/O 2013 keynote that its next Android version (“the new Android API”) will support Bluetooth Smart (BLE), with one I/O attendee implying that Android 4.3 is API 18. It looks like that particular rumor is turning out to be true.

A working ROM is surely going to be made available by the community in the coming hours. However, we'll remind you that Google has scheduled a special media event for July 24, when we expect to see Android 4.3 and the new Nexus 7 unveiled, so Nexus devices will soon be updated to the latest Android version.
